Capacity Development       

     
Capacity Development of the Three Branches of Government - is also the major pillar of JFA-PFE program geared towards building the capacity of government officials on human rights and good governance that mutually reinforces each other. On one hand, human rights principles provide a set of values to guide the work of government. It also provides a set of performance standards against which actors are held accountable. On the other, without good governance, human rights cannot be respected and protected in a sustainable manner. Implementation of human rights highly depends on a conducive and enabling environment. It is this perspective that made the development of the capacity of officials in promoting human rights and good governance vital. These interventions have two thematic areas: the first is, enhancing the knowledge and awareness of the Justice Sector officials so that they adhere to their obligation to respect and protect human rights in consistent with international human rights standards and norms. At the back of this intervention there is an assumption that the major problem for human rights violation emanates from inadequate awareness and knowledge, not by design. The other one is to sensitize officials to uphold principles of good governance and enhance their decision making capability of service delivery. The program is classified under three categories, namely capacity building training on human rights, capacity building training on good governance and support framings of standards of justice institutions.

Human Rights Training – focuses on building the capacity of the legislative, executive and judicial branches of the government on the respect and protection of human rights. Despite promising progress, various problems stem from low awareness on the respect and protection of rights in consistent with international human rights norms and standards. Taking this in to account, JFA-PFE strongly believes that awareness-raising trainings and refreshment of their knowledge on human rights will definitely assist to improve the efficiency and effectiveness of justice service delivery that ultimately augment quality of justice. Thus, the organization has been building the capacities of justice officials of both the Federal and the Regional States.
Good governance and Other Trainings – focuses on building the capacity of the legislative, executive and judicial branches of the government in the area of good governance which enables them to render quality decision and service that upholds key attributes of good governance namely transparency, responsibility, accountability, participation, and responsiveness. Improvement of good governance paves the way to advance human rights through enhancing state’s capacity to fulfill its responsibility of ensuring the attributes as well as to provide quality services which are accessible, acceptable and equitable to all. Not denying the progresses, various hitches stem from low awareness of officials on the attributes. Thus, the organization has been involving itself in building the capacity of governance officials of both the Federal and the Regional States. Moreover, other trainings focuses on building the capacity of different stakeholders on themes such as gender issues, forensic skills, conflict management, etc.
Support Building Capacity of Institutions of the Justice Sector: This support focuses on supporting institutions in terms of equipping them with limited essential materials. This is believed to enable deliver their services within the desired speed and quality, and helps the institutions to be more efficient, effective and accessible. In this regard, JFA-PFE plays a role in supporting the designing of replicable pilot models such as legal aid centers, crime investigation materials, etc.
