The purpose of the agreement is to give second chance to those prisoners who regretted about their wrong doings, are believed to bring about behavioral change, and pose no risk on the peace of the community they return to. Besides, it aims to reduce prison population in thirteen prisons of Oromia Regional State. Consequently, it is believed to improve the efficiency of prison service delivery and the rehabilitation of prisoners in particular.
The memorandum of understanding requires Oromia Justice Bureau to screen prisoners in 13 prisons of Oromia regional state based on the pardon requirements and present the same to the regional state’s Pardon Board in 15 days of the signature.
